Campus Parking
Capilano University's North Vancouver Campus is located in an urban area with limited parking. Demand for parking spaces will at times exceed the space available. Employees and students are encouraged to Car Pool, use transit, walk or cycle to the campus.
The administation and operation of pay parking including permit sales, equipment, parking violation notices, courtesy notices, and towing is contracted to VINCI Park. The Campus parking rules and regulations are established by the University.
Pay parking is in effect 24 hours a day, 7 days a week including weekends and statutory holidays.
All vehicles on Campus must clearly display a valid parking permit (hang tag) or dispenser ticket and park only in the designated parking spaces conveniently located throughout the parking lots and Campus roadways. The Campus is divided into 3 payment zones in addition to other designations for Short Term (15 minute increments), Disability, Reserved with Special Decal (Employees), Loading Zones, Sales Representative, and Guests.
Off-Campus Parking
There is limited parking available in the neighbourhoods outside the Campus. Please read and comply with all signage especially near driveways and cross-streets.
The following areas are not owned by the University and vehicles may be permitted to park for free in some areas (read all signage):
- Some areas of Lillooet Road allow parking.
- Purcell Way is reserved for the private homes in the area.

Parking Lot #2 is temporarily included in the Zone 3 rate of $3.00 per day
during construction of the Nat and Flora Bosa Centre for Film and Animation.
Payment Options
Daily or Hourly
Ticket dispensers are located throughout the Campus. Coins and major credit cards (MC, Visa, AMEX) are accepted.
Hourly tickets must be purchased and used only in Short Term Lots #7 and #10.
Permits
Parking permits are sold in the following denominations:
- Monthly - valid from date of purchase to same date of following month
- Term - 4 consecutive months; valid from date of purchase to same date of 4th month
- Annual - 12 consecutive months; valid from date of purchase to same date of 12th month
Refund Policy
The permit value will be refunded minus the number of months (or portion thereof) expired, multiplied by the current monthly rate of $53.
Monthly Permit - no refund
Term Permit Refund Example:
Term permit purchased on September 15th and returned for refund on October 18th would be calculated as:
$175 - $106 (2 months @ $53 / mo) = $69.00 refund.
Annual Permit Refund Example:
Annual permit purchased on September 15th and returned for refund on December 18th would be calculated as:
$310 - $212 (4 months @ $53 / mo) = $98.00 refund.
Verrus Pay and Park
Daily and hourly parking may be purchased using the Verrus system.A first-time account set-up from your cell phone; directing payment from your credit card is required.
Your cell phone can then be used to pay for parking in any lot throughout North American where the Verrus sign is displayed.

Parking permit hangtags purchased online are mailed directly to the address you specify and normally will arrive between 3 to 5 business days. You can order your permit in advance and it will be mailed out prior to your chosen start date.
In-Person Permit Sales
The Parking Services Office is located in the Arbutus building, room 032, on the basement level.Month, Term, and Annual Permits are available for purchase during Permit Sales Times.
- Complete a parking permit application form.
- Cash, cheques, debit and credit cards are accepted.
- Make cheques payable to "VINCI Park."
- Permits are issued at point of purchase.
- Retain receipt as this proof of purchase is required for refund or replacement.

Extended hours may be available for high demand periods at the beginning of Fall and Spring terms.
Car Pooling / Ride Sharing
Car pooling and ride sharing reduce the number of single occupancy cars arriving at the campus each day and decreases the strain on our limited parking resources.

Ensure that you perform your due diligence and protect yourself and your car pool or ride share passengers with sufficient insurance protection.
Car Pooling = Free Parking
Groups of three (3) or more employees and/or students currently enrolled at Capilano University (including Children's Centre) may apply for free parking in the designated Car Pool Lots.How to Apply :
- Review and sign one Car Pool Agreement (pdf) for the group (available on-line or from Purchasing Dept).
- All members of the group must present their completed Agreement and their own CapCard student or employee identifications to Purchasing Department, Arbutus building, basement level, room 018. Childrens' Centre will email verification of any child participants to mailto:purchasing@capilanou.ca
- Car Pool hang tag and a copy of the regulations will be issued after all group participants have been registered.
While car pooling at Capilano University is free, the regulations, as listed in the Agreement and on the reverse of the hang tag, are strictly enforced with no exceptions for any reason. Should you be found to be in contravention of the car pool regulations your car pool permit and free parking privileges will be immediately revoked for the remainder of the current term. Vehicles may be subject to issuance of a violation ticket and/or tow.
Accessible Parking for Persons with a Disability
A person with a disability whose vehicle displays a valid SPARC
(Social Planning and Research Council) permit may park in stalls marked with the wheelchair symbol. Regulations and the issuance of SPARC permits are covered under the Motor Vehicles Act.
Note: SPARC permits do not replace Capilano University pay parking permits. A valid Capilano University pay parking permit or daily ticket is required to park in the University parking facilities.
Temporary Permit Applications from the University may be completed by a student or an employee with a disability to allow time for the processing of their official SPARC permit. Students apply for temporary permits at the Disability Services Office (Birch 284) and employees apply at the Contract Services and Capital Planning office (Arbutus 030). A physician's authorization is required.

Violation Notice (Ticket)
VINCI Park manages Capilano University's Parking Services and is responsible for enforcing the parking regulations as determined by the University. VINCI Park is responsible for handling all inquires and disputes.
The on-campus office cannot cancel parking violation notices.
Violation fine is $39.20 if paid within 7 days.
After 7 days the fine escalates to $50.40.
All fines include applicable taxes.

- In-person, during permit sales hours only, the on-campus Parking Services Office can accept payments for violations which are made by debit or credit card only .
Appeal a Violation Notice
Appeals must be made in writing within 7 days.

Towed Vehicles
Vehicles may be towed from Campus for illegal parking in fire lanes, loading zones, or wheelchair spaces, non-payment of posted parking rates, and continuously sounding car alarms.
Vehicles that must be towed from Capilano University property are held in the impound lot at The Parkway Crew
located at 398 Seymour Boulevard (across from Superstore)

Vehicles are released upon payment of the towing fee.
Vehicle theft prevention tips:
- Close windows and lock doors. Take your possessions with you. DO NOT leave them visible in your automobile.
- Invest in a good anti-theft device including use of a steering wheel lock.
- Park in well-lit areas near pedestrian traffic and visible.
- If you see any suspicious person or activity near a vehicle, call Security immediately. Report ALL incidents and thefts to Security.
- Engrave your stereo and other on-board valuables with your driver's license number. Install an anti-theft device to protect your stereo, or buy a unit that's removable and take it with you when you park.
- Keep your spare keys in your wallet, not in your car.

U-Pass
The Capilano Students' Union and Capilano University are proud to participate in the TransLink Vancity U-Pass Program which commenced in the Spring 2009 term. The U-Pass provides unlimited access to 3-zone bus, Skytrain and Seabus services throughout the Metro Vancouver area and discounts on West Coast Express fares.

Translink Employer Pass Program - EPP
Capilano University's employees have joined Translink's Employer Pass program.
The Employer Pass program allows companies to offer discounted annual transit passes to their employees when 25 or more employees are enrolled into the program. The transit passes can be facilitated through the convenience of payroll deduction. The pass entitles the passholder to travel on any bus or Community Shuttle operated by a TransLink subsidiary or contractor (except HandyDART), SkyTrain and SeaBus. Passes for West Coast Express are also available.
To apply complete an " Employee Enrolment Contract
" and submit it with the initial $15 application fee (a cheque made payable to Capilano University) to the EPP Coordinator, Karen LeQuyere, Contract Services and Capital Planning, AR-030.
The monthly payment for your transit pass is submitted to Translink by payroll deduction. The program is open to all University staff, faculty and administrators.
If you have a bridge or temporary hire or do not receive paycheques for all 12 months of the year please discuss with Payroll before submitting your Enrolment Contract.
