In filling job vacancies, consideration is given first to internal candidates. Internal candidates are defined as staff covered under the Canadian Office and Professional Employees Union (COPEU, formerly OPEIU) collective agreement, with the appropriate seniority as per Article 25.07(b). If there are no qualified internal candidates, the University then considers qualified external candidates.
